What the Law Says for Players
Utah has no legal gambling at all. There’s no lottery, no casino, no sports betting and no licensed poker, online or live.
The ban starts in the Utah Constitution, which tells the Legislature not to authorize any game of chance. The criminal code then does the work.
Under Utah Code 76-9-1402, taking part in gambling is a class B misdemeanor, and a repeat conviction is a class A misdemeanor. The code defines online gambling as gambling over the internet or a mobile device, so playing on a website from Utah is covered the same way as a game in a back room.
In 2026 the Legislature tightened the definition again. HB 243, signed by Governor Spencer Cox and in force since May 6, 2026, adds proposition bets to what counts as gambling. Early drafts went after sweepstakes games, but the final version is narrower.
What This Means for Sweepstakes and Offshore Sites
No Utah law authorizes sweepstakes poker or casino sites. Utah’s code already treats any de facto form of gambling offered with a purchase, which it calls fringe gambling, as illegal, and its online gambling definition includes fringe gambling played over the internet.
Some sweepstakes operators still accept sign-ups from Utah. That’s their own decision under their own terms, not permission from the state, and Utah has no regulator that oversees them.
Offshore poker sites aren’t licensed in the US. Utah law makes playing on them a misdemeanor, and you’d have nowhere to turn if a site kept your money.

Legal Ways to Play Poker in Utah
Inside Utah, the options are narrow.
